Subject: Transitional provisions for the 2024 amendments to the STCW Training Code on prevention and response to violence and harassment, including bullying, harassment, and sexual assault.
Key Points:

Scope: Applies to all seafarers on Panamanian-flagged vessels, shipowners/operators, AMP-authorized maritime training centers, authorized doctors, and offices handling seafarer documentation.

Seafarer Training:

From 1 January 2026, AMP-authorized training centers must deliver the Personal Safety and Social Responsibilities course using the updated Version 01 Guide.

The course includes new competencies on prevention and response to violence and harassment, including bullying, harassment, and sexual assault.

Compliance will be verified via audits, inspections, or monitoring.

Certificates must follow the new AMP template.

Seafarer Certification & Documentation:

From 1 January 2026, all documentation applications requiring the course must include a certificate complying with the 2024 amendments.

Seafarers under contract before 1 January 2026 may complete their current contract; they must complete the updated training before their next contract.

Existing certificates and seafarer books remain valid until their expiry date.
