The Panama Maritime Authority (PMA) has issued Circular No. DGGM-002 outlining restrictive measures regarding the recognition of technical documentation for seafarers issued by certain Maritime Administrations under the 1978 STCW Convention, as amended. The circular specifies that PMA will not recognize certificates issued to non-nationals by the Maritime Administrations of specific countries, including Belize, Bolivia, and Venezuela, among others.
The PMA emphasizes its right to require additional documentation for endorsement processes and does not process documentation from North Korea due to international sanctions. The circular aims to ensure compliance with international maritime standards and requests stakeholders to adhere to the outlined measures.
