CIRCULAR No. DGGM-051

The purpose of this Circular is to communicate the users of the Panamanian Registry, the provisions for technical documentation requests for seafarers or other personnel that are processed through the Seafarers’ Automated Application System (SAA), which are mandatory as of this Circular.

This Circular applies to all seafarers, ship-owners, companies, operators, Merchant Marine Private Consulates, Authorized Offices, technical documentation brokers, and all interested parties.
