Security Advisory for Panama-Flagged Vessels in the Middle East Region – Iran, Persian Gulf, Gulf of Oman and Strait of Hormuz

The Panama Maritime Administration has issued this Marine Notice to inform all Panama-flagged vessels operating near Iran, Israel, the Persian Gulf, Gulf of Oman, and the Strait of Hormuz about the increased security risks resulting from rising tensions in the Middle East.

Due to the current situation, all Panama-flagged vessels are strongly advised to avoid unnecessary transit through the affected areas and to implement enhanced security measures in accordance with their Ship Security Plans (SSP) and the ISPS Code.

Key recommendations include:

  • Conducting a ship- and voyage-specific security risk assessment before entering affected areas;
  • Maintaining close communication with local authorities, shipping agents, UKMTO, MSCIO, and NAVCENT NCAGS;
  • Following only approved navigation routes and the latest operational guidance from competent authorities;
  • Maintaining continuous bridge watchkeeping, strict communication monitoring, and enhanced boarding controls;
  • Keeping AIS, LRIT, and VHF Channel 16 operational at all times unless their use may compromise vessel security;
  • Immediately reporting any suspicious activity, security incidents, or unauthorized approaches.

Masters and operators are reminded not to respond to unauthorized requests for transit permits, payments, or passage fees related to the Strait of Hormuz without prior confirmation from the Flag Administration, Company, insurers, UKMTO, or MSCIO, as such actions may result in legal consequences and sanctions.

Additional guidance is provided for vessels operating in the Strait of Hormuz, Gulf of Oman, Persian Gulf, Eastern Mediterranean, Red Sea, and Gulf of Aden, including requirements for increased vigilance, coordination with authorities, and implementation of maritime industry security recommendations.

The Panama Maritime Administration emphasizes the importance of protecting the safety of vessels, crews, and international maritime trade and encourages all vessels to maintain the highest level of security awareness while operating in the affected regions.
