The Panama Maritime Authority (PMA) has issued Merchant Marine Circular MMC-345, addressing the implementation and compliance requirements of the Ballast Water Management (BWM) Convention, 2004. The circular informs ship owners, operators, legal representatives, and stakeholders of Panamanian-flagged vessels regarding the adoption of the Convention and Panama’s relevant regulations and laws, including Law No. 41 (2016), which aligns with the IMO’s Ballast Water Management measures.
The document outlines the application of BWM measures to Panamanian-flagged vessels, requiring compliance with specific ballast water management protocols, including the approval of a Ballast Water Management Plan, the issuance of an International Ballast Water Management Certificate, and the maintenance of a Ballast Water Record Book. Additionally, it provides detailed guidance on ballast water management systems (BWMS), including their approval process and compliance with the IMO’s requirements. The circular also clarifies implementation timelines for vessels built before and after the Convention’s entry into force, with the aim of ensuring the protection of marine ecosystems from harmful aquatic organisms and pathogens.
