Summary of MMC-136 – Panama Maritime Authority
This circular outlines the updated framework for Recognized Organizations (ROs) and(RSOsRecognized Security Organizations ) authorized by the Republic of Panama to carry out statutory certifications, inspections, audits, and related services on Panamanian-flagged vessels. It replaces several previous circulars and is based on national laws and international IMO resolutions.
The General Directorate of Merchant Marine is responsible for delegating authority to ROs and RSOs under Panama’s maritime legislation. The circular defines terms such as Full, Partial, and Limited Authorization, and outlines procedures for applying for and expanding such authorizations. It also sets rules for monitoring authorized organizations through audits, evaluations, and follow-ups.
Organizations seeking authorization must meet the requirements of the RO Code and other relevant regulations, and an updated list of approved ROs/RSOs is included to ensure compliance with international maritime safety, security, and environmental standards.
