Recognized Organizations and Security Oversight for Panama-Flagged Vessels: Compliance, Authorization, and Implementation Guidelines

The Panama Maritime Authority’s General Directorate of Merchant Marine issued MMC-136 to outline the authorization and oversight of Recognized Organizations (RO) and Recognized Security Organizations (RSO). These entities are responsible for statutory certification and services for Panamanian-flagged vessels, ensuring compliance with national and international maritime regulations.

Key Highlights:

  • Legal Framework: Based on Panamanian laws and IMO Resolutions, the authority can delegate inspection, certification, and verification tasks to approved organizations.
  • Authorization Categories: ROs and RSOs can receive Full, Partial, or Limited Authorization to conduct audits, surveys, and certification services.
  • Compliance & Oversight: Organizations must comply with the RO Code and undergo audits, performance evaluations, and monitoring by the Panama Maritime Authority.
  • Implementation & Approval Process: New applicants must formally apply and meet evaluation criteria. Existing ROs can expand their authorization through a structured review process.
  • Recognized Organizations: The circular provides a list of currently authorized ROs responsible for statutory certification and services on behalf of Panama.
  • Certification Standards: All issued technical certificates must adhere to prescribed formats and include official Panama Maritime Authority insignia.
