«Approved P&I Clubs and Insurers for Panamanian-Flagged Vessels»

New circular issued by the Panama Maritime Authority (MMC-202), addressed to shipowners, operators, company representatives, Panamanian Merchant Marine consuls, and recognized organizations. The main purpose of the document is to provide a list of approved Protection and Indemnity (P&I) Clubs, insurance companies, and financial security providers authorized to issue «Blue Cards» or financial guarantees to meet the requirements of international conventions, such as:

  • The International Convention on Civil Liability for Oil Pollution Damage (CLC92),
  • The International Convention on Civil Liability for Bunker Oil Pollution Damage (BCC 2001),
  • The Athens Convention Relating to the Carriage of Passengers and Their Luggage by Sea (PAL 2002),
  • The Nairobi International Convention on the Removal of Wrecks (WRC 2007),
  • The Maritime Labour Convention (MLC 2006).

The document outlines the procedures and requirements for companies seeking accreditation, as well as the rules for amending certificates or financial guarantees. It also provides contact information for submitting applications and specifies the evaluation fees for applicants.
